Allotment of Shops

 

     The Estate Department of NDMC deals with allotment of stalls, shops, office space and commercial premises like hotels, restaurants and petrol pumps. The department is managing around 3475 commercial units. The allotment of these units is made on monthly license fee basis.

     The allotments are initially made for a period of 10 years subject to enhancement of license fee by 10% annually as per terms and conditions prescribed in the tender documents.

1. Allotments of shops/office spaces other commercial properties on license fee By inviting tenders after giving wide publicity in leading newspapers.
2. Issue of tender documents/opening of tenders As specified in tender notice
3. Decision on allotment and subsequent issue of allotment letter Within 60 days of opening of tender.
4. Issue of offer letter

Within 07 days after approval of the minutes of the Allotment Sub Committee by the competent authority.

5. Completion of formalities

Within 10 days from date of issue of offer letter (license fee commencing from 11th day of the issue of offer letter)

6. Refund of earnest money to unsuccessful parties

Within 03 days of opening of tenders, except 1st and 2nd highest tenders.

7. Transfer of allotment :
a) Acknowledgment of application / letter pointing out deficiencies
b) Final communication on application for transfer.
c) Cancellation of allotment
d) Eviction of the unit
Within 15 daysbn
Within 03 months on completion of formalities by the sublettee.
As per terms and conditions of license deed.
As per law.
8. Renewal of license Within 45 days on completion of formalities.
9. Miscellaneous:
a) Clubbing of shops.

Within 30 days after receiving the technical feasibility from Engineering/ Architect Department

b) Change of trade
Within 30 days of completion of required formalities
c) Redressal of grievances

Between 3 PM and 4 PM by director (Estate) on every working day but this can be changed subject to further directions if any.

Allotment on tender basis :-

For allotment open tenders are invited. The allotment sub committee considers the tenders and if found suitable & appropriate. Application form cost of Rs.100/- is enclosed. The highest bidder is issued the offer letter for completion of required formalities. i.e. submission of Ration Card/Election Card/PAN No./ copy of Passport and deposit of eight months security and Bank Guarantee etc.

Regularization of shops on Legal heir basis.

For regularization of shops the following documents are required:-

  1. Application from the legal heir to whom the shop is to be regularized.
  2. NOC in the shape of an Affidavit on Non-Judicial Stamp Paper of Rs.10/- duly attested by Notary from other legal heirs in favour of the legal heir to whom the shop is to be regularized.
  3. The Department is at liberty to take action for confirmation of documents as well.

Regularization of shops on Partnership basis.

For regularization of shop on partnership basis the following documents are required:-
  1. Application from the person to whom the shop is to be regularized.
  2. Attested photocopy of the partnership deed.
  1. NOC in the shape of an affidavit on non-judicial stamp paper of Rs.10/- duly attested by notary public form the outgoing partner in favour of incoming partner.
  2. Three Photographs.
  3. Proof of identity i.e. copy of PAN Card/Election Card/Ration Card/Driving License/Passport.
  4. Copy of latest Income Tax Return filed.

Renewal of shop.

For renewal of shop prescribed affidavit on non-judicial stamp paper of Rs.10/- duly attested by the notary is required.

Note: -

  1. Application form calling Tenders enclosed.
  2. Duly filled with EMD by D.D. is to be dropped in tender box placed in the room of D/E.
  3. Any fee or E.M.D. would be in Favour of Secretary N.D.M.C.
  4. Availability of Tender form will be made from Estate Deptt. after payment of its cost as decided by N.D.M.C.
