The New Delhi Municipal Council under section 12 of NDMC Act, 1994 enjoying its discretionary functions started organization of cultural programmes in February, 1999 to upgrade the urban life style of the citizens and to bring art and culture out of the confines of museums and auditoria to the open where general public could participate. In the series under Morning Ragas classical music concerts were organized, classical dances performed besides providing opportunity to the budding artistes for creation of art at the spot.
These programmes were organized regularly till December, 2001. But due to austerity measure these were discontinued. After December 2001 as per decision of the council Vide Reso. No. 3 (xiv) dated 11.10.2002 it was revived on the persistent demand of music lovers subject to condition with involvement of sponsors. After the revival the programmes are being organized under Evening Ragas.
The most remembered concerts so far been organized at Nehru Park which enthralled audience in large, in the heat of summer, chills of winter and incessant rains are, Shehnai, Flute, Santoor, Sarangi, Sarod by Bismillah Khan, Pt. Hari Prasad Chauraisa, Pt. Shiv Kumar Sharma, Pt. Ram Narayan, Ustad Amzad Ali Khan respectively and Hindustani Vocal by Pt. Bhim Sen Joshi, Pt. Jasraj, Shubha Mudgal, Gangubai Hangal, Dr. L. Subramaniam, Dr. Balamuralikrishna, Kishori Amonkar, Girija Devi, Begum Parween Sultana, Pt. Raja-Sajan Mishra, Smt.Kishori Amonkar, Sh.Bhuddin Dagar, Sh.Kishen Maharaj, Sh.Farimuddin Dagar, Sh.Venkataesh Kumar, Ut.Zakhir Hussain, smt.Bomay Jayashree, Ut.Shahid Parvez, Mysore Brothers, Sh.Rashid Khan, Sh.Viswa Mohan Bhatt, Pt.Ram Ashreya Jha, U.Srinivas, Pt. Ravi Shanker & Ms.Anushka Shanker etc.
