Notwithstanding anything contained in the Registration of Births and Deaths Act, 1969 (18 of 1969), but subject to the provisions to this Act and to any directions that the Central government may give in this behalf the officer specified in the Official Gazette by chairperson, shall be the Chief Registrar of Births and Deaths for New Delhi and shall keep in such form as may be prescribed by bye-laws a register of all births and deaths occurring in New Delhi.

The Chairperson shall for the purposes of this Chapter appoint an additional chief registrar and such number of persons to be registrars of births and deaths for New Delhi as he deems necessary and define the respective areas which shall be under the charge of such registrars.
