the
Chairperson or in his absence, the Vice-Chairperson, or
in the absence of both, such other member present as is
decided by the Council shall preside at every meeting of
the Council.
(2)
The
Chairperson or the person presiding over a meeting shall
have and exercise a second or a casting vote in all cases
of equality of votes.
